Silly, best nation is Jan Mayen. With -90% core creation cost, +100% manpower recovery speed, +25% disiplin, -10 national unrest, -1 yearly corruption, +1 enemy attrition, +1 land leader shock and +20% infantry combat ability. And more.

Mongol Empire units can just run away from space marines. And has a good reason to do culture convertion (like 400% manpower because of banners in primary culture province). You also keep your Yuan ideas, and just get more good stuff.

Tbh I think Rome isn’t that great a formable country. The NI is decent, but in modern EU4 is nowhere near tier 1, but the lost culture group is just a hinderance imo.
