How to Enable or Disable Extensions Toolbar Menu in Google Chrome [Tutorial]

WHY does the stuff my computer brings up NEVER match the tutors page? When I use the link you provided, there is a LOT of "Experiments" items that come up, but not the extension toolbar menu. It is nowhere on the page my stupid computer brought up. All I want is to arrange my extensions on the toolbar in a certain order! AAAHHHHHH!
