why does for mine its all the same when changing one layer or adding pic on 1 layer

Is there a quick way to delay how long it spends on each picture? I thought about time stretching the entire main composition but then the transition between pictures and the glare effects look very weird, so was wondering if theres some quick way to alter the length of time focused on each picture but maintain effect and transition timing as is.
