Most important thing that you missed out here is the taxation part. If someone is investing via wintwealth, at the end interest earned is taxable at one's income tax slab. While in debt mutual fund is we hold it for 3 yrs taxation is almost negligible due to indexation benefit. So incase if someone is coming in 30% tab slab there is a big difference when you are buying wintwealth bonds vs Debt Mutual funds.

Another important point is liquidity, some of wintwealth bonds are not tradeable viz exchange while I can always redeem debt mutual fund

Debt funds are heavily dependent on the policy interest rates. They become unattractive if the interest rates are rising.
