I played this last night for the first time, and it’s very rare a game creeps me out but those mannequins were pure horror! It was the best part in the DLC for me, it was so well done. I was playing with headphones on too and the sound just added to the tension. Bravo Capcom devs!

I think those Mannequins were actually creepier than the fetus. Their footsteps scared me more than Mr. X's because you only hear them when you're not facing them.
