I know that your only including the mainline GTA games here but bully and the manhunt duo-logy are also cannon thanks to some refrence a in the games. Carcer city is mentioned on the radios in GTA a couple times and carcer city is the location where manhunt 1 takes place along with certain stores appearing both in manhunt and GTA.
And also the school in bully is also mentioned in one of the games but I forget which. It might have been GTA 3.

I think I get the GTA story agenda now plus where they take place. the first 2 2 are in Vice City, then in San Andreas, then in Liberty City and rinse and repeat. GTA IV in Liberty City, GTA V in San Andreas/Los Santos, and now GTA VI in Vice City again. Kinda makes sense.
