America has complete control over China, the Chinese people were literally second class citizens and were not allowed anywhere near high levels of government. The COC is not China joining the U.S., it's the U.S. conquering China and subjecting it to their will.

[First of all: I will typing this with the assumption that everyone either has has played and or knows the general lore of the games; so with that in mind let's begin]
Just before the world is known to end just as in our normal timeline Chair man chane dies from terminal brain cancer; the rest of China follows suit after chaos begins to engulf them creating a flood of refugees into the other parts of the world while others go to parts unknown. However The US us still facing crises and while China is being looted by other governments like flys ti a corps leaving little for America to use to handle their own economic problems, riots start overwhelming the police forces over in DC and newyork,Oklahoma and ohio, after crushing one rebellion simply insights another the government desperately trys in vane to distract the Citizens they are soon invaded by other country's that where allied to China noticing America's weakness try and take over however they are bombed after a 4 year long conflict and with roger maxson gaining more popularity and forces and other defacto factions breaking apart the country, refugees from other states start spreading disease and cause massive famine as soilders from all around the world are forced to stay where they are inciting great anger from the rest of world. The us goverment decides they need to distract and build the economy with another war but this time one they control they begin covertly upgrading and creating artificial canading militias that act as chess pieces to create a new war and Canada becomes the new enemy however Russia rises once again and Actually becomes the new booty man except the people are focused with the conflict in canada so multipl states are bombarded with soilders and bombs and catch the us with it's pance down, so as a last ditch effort they bomb themselves to destroy the invaders which leads to a domino effect which soon annihilates half the world not the whole world but enough to effect it. However those in California people have to now deal with a new threat the leader after being almost destroyed by nuclear fire becomsthe master instead of richard grey later in the timeline.

Zachs computers start taking over the varryes locations they are located in like vault 51 in west Virgina by manipulating vault tec staff and the recently installed AI graffton mayor to gain more ground and take control of the haywire robots to force people into the social expierment in order to avoid brutall death with the grafton monsters being artificially created in vault 96 and also creating a refined scorched virus to give the inhabitants of apalach reasoning to stay inside their homes and obey.

The Overseer of Vault 76 would attempt to make a safe haven for refugees from other states..

What would especially go wrong would be when Z.A.C.H. gains access to the nuclear launch codes of the area to prevent external forces from getting in, so now the people of 76 have to now spread underground to stay away from this ZACH in Hope's of one day coming back to fight ZACH.

In Boston the institute is still formed for the technology they started out with is extremely valuable so they are noticed by the local military and police forces and use them to improve their weapons and form an eclave esk Rogue group and when they learn the true purpose of the vaults they take over the Vaults 111; 81; 114; 79, and also gain access to other Vault locations and take over the regions Vaulteck HQ and free the scientist's at Cambridge Polymer labs (again to help them develope more teck) as well as utilizing 79s experiment to help create a small maltia and cryogenicall freezing select individuals in 111 to lead the growing army as they also fix up and use the USS Constitution to fly around competing with anyone daring to leave or enter by air craft. The soul survivor leads a rival group to fight back against the soilders and takes back Boston in the span of 15 years after they start rebuilding 4 years later him and his wife become Practically a king and queen with plans on reestablishing the former Democracy. In the mean time Nate and nora create the secondmen who arrive at a secconds notice useing the institutes recently developed Teleporter tech which is still growing along side them He latter starts using fortstrongs supply of mininuke launchers and starts fitting the USS Constitution and vertibirds with them to quell ground resistance of any mutants and raiders they come by. Later on he would visit far harbor and take further controll their as well as Nuka world. Nora recognizing the Value of a new sustainable power source at mass fusion starts that program they use it to power their more industrial activites and with the resources the institute starts building gen 1 synths to helo rebuild buildings and turns codswirth into Floating library that is parred with Curry from vault 81 to bassucally act as trusted advisors and also so that codsworth later would marry her long after nate an nora used the institutes advance tech to prolong thwir lives mostly so that they could still one day have a chance to actually raise their child in the far future after the quell the threat of the master or roger maxons amry by sending engineerd bioweapons to prevent the further spread of his BOF (brotherhood of flesh) so they have to start simply growing their armies inward however also have to deal with ZACHS AIs still located in California that are leading the good fight along with the remaining prime normals still keeping the masters armier at bay.

In DC The remaining US goverment takes over by using primarily powerarmour and robota and reforms to the Enclave and after retaking the area they send out messages to switch board to disable (as many they could anyway) all the Nuclear weapons remaining in the us that they don't currently control however apalacha is a no go, and make contact with mr house in Vegas to have insurance against further nuclear attacks and to use the rockets at repcom and the president and several other goverment officals along with mr. house go out into space after House shares his freatest secret his immortality and they become Immortal and then contact Big Mountain and turns on them and turns most of them into robo brains and lobotomites and using their remaning intellect as generals and reserachers and extra brain power he uses for himself and attempt to take over the seirra madrrie however fails to well the owner of casino. Dean fucking dies while saying ah shit. The red mist, deadly Holograms, ghost people surrounding the area along side the remaining normal folk using holograms and speakers to control where the ghost people go and use the fans to controll where the must is.(that red dress lady and her hubby start a family and build their own sociqty with the remaing inhabitants of the casino). Mean while the Zetans make contact with mr house and his newly Newly reformed Enclave in an attempt to take him out however house using his new found resources fixs liberty prime and uses ARCHIMEDES to detur the Zetans from going any further so they go into a stalemate, as the astronauts in orbit remain completely in the dark including those in stasis. However he is distracted from what will be the great divide and they turn out to reclude themselves from the outside world and using the tech they have to hide much the Sierra marrie. Meanwhile while unattended to the deathclaws from where ever they came from start spreading out like a plague and dismantling every small group of people leaving only small groups of people to tell the tale howver die to the chaos hardly any one notices. Meanwhile on the moon astronauts flee into the inside of the moon and becom the luners a new breed of human that had adapted to zero g and largly go unnoticed by the conflict of house and the Zetans.

All around the world the Chines goverment decides to take Anchorage alaska while noones looning and reclude under water in thier stealth subs to form a society of more peacfull and more reclusive people.

Elswhere in new mexici and texas deathclaws are ravaging the local populace of both north america and Mexico however in Canada the the intelligente deathclaws from the Enclave start working the rioting civilians to rgain control of some of the region before leaving to go to parts unknown due to the insurmountable chaos the Other survivors and remaining police are creating.

In the end this USA was not too far off the real world USA, focusing on whatever external enemy to avoid the scrutiny of the wider public.

After the civil war, was the country divided up by Commonwealth or by State? You said the CoC was the strongest, which makes it sound like it's the former, but the map suggests the latter. Since the country had been divided into Commonwealths since the 1960s, I think the former makes more sense.

I think the Commonwealth of China doesnt make a whole lot of sense. China is just to big to occupy completely and forever. With the situation so unstable at home, wasting so much to integrate China as a Commonwealth wouldn't be practical. I think it would make more sense for the US to break the country up into smaller pieces run by friendly warlords (maybe some old RoC remnants?). They could supply these warlords with leftover equipment and maybe keep some troops stationed there to help prop them up; but the government's main focus would have to be on either restoring control at home, or gearing up for war with Russia.

Normally agree with you but not this time. Reckon would have gone very very different: 1) Brotherhood at meripossa would have become a big public issue and maybe cause other instances of revolt in the military. 2) House would have got the platinum chip 3) enclave and vault tec would have still most likely caused the war either way. 4) if not, Enclave would have finished take over of us government and removed judiciary using rebellion in china as an excuse 5) fusion would have become more widespread

So overall the nukes were a mercy, an unexpected surprise for sure.

We know that the ussr was dissolved in the fallout universe because you can see post breakup borders on the globe in the sole survivors house before the bombs in fallout 4

It's an interesting concept for an alternative story but the problem is, China probably has a nuclear triad just like America, utilising bombers, submarines and ICBMs to deliver nuclear weapons and even if you were to take out the leadership quickly, there's probably a deadman switch as well as commander protocols that would allow the bombs to be fired without the input of Chinese leadership
