When I Run My React Vite Project Not Run Found This Error Please Help me

I am getting an error message when i am running npm run dev, saying that failed to load config.

it's dumb question but , can i do everything in it as same as while using create-react-app

someone please answar my question, how can you restart the localhost server, after closing vsc, i tried to do npm run dev in vsc terminal, but get multiple errors!
