No I think it will not work. There are several reasons for it. Most of the feature phone users in india. They don't need any other feature except calling.
The calling facility is now free in India. Users who use feature phone there are only used for a missed call. Because of this there is no reason that they switch on a Google jio smartphone.
The feature phone users are stuck on a price plan of rs 50 rupees. But if they have a smartphone then they need to pay minimum 200 rupees even for calling. If you notice there is also other phones that come with a price tag of 5000 rupees or less. But they just don't migrate on all the ji smartphones also likes you MI redmi samsung.
