To answer your question: 20 & 15 is in the "grey" area depending on the state but yeah it is pretty much illegal to a certain degree if the issue ever were to get pushed just about everywhere. (cause full minor with partial minor and thus why the grey area exists at all)
this is mainly cause your still classified as a minor till your 21 everywhere in the US and even though you can vote at 18 every state has different rules regard the age of consent so Depending on the if the state's law is 16 or 17 or 18 depends if a 15&20 year old getting it down is illegal or not. There are also exceptions upon exceptions. As long as there's no baby and it was consensual as described in the story there's a about 75% chance nothing happens but a bad cop experience even if the cops barged in as they're doing the nasty and the law is upheld. However what would most likely happen is they'd both become registered Sex offenders regardless and have to live through that nightmare, if they were to be arrested.
