Only reason to do a short Q is for poke or bait. Most players use Q at full distance cause they can get that punish but also the vital is in a spot where they cant do a short Q. Also they do it to bait for W stun so they can combo more. Not sure why you are curving the narrative instead of giving all the information.

That depends on the matchup, sometimes u just hit the vital from max Q range cuz it's safer, and other times u have to hit it a bit closer so u can add an autoattack after it, it all depends
