Bench power supply 0-30v 0-5A

it is the PS 3005?

I need some help if possible.
I have a power source equal to that present in the video.
I bought this power supply to work with an arc to cut foam.
The wire is chrome nickel and has a diameter of 0.05mm and 700mm lenght.
I hook the Power Source to the arc, but not heat the wire.
What is the reason?

The back cooler works from the time you turn on the power supply ? or the cooler of the power supply just work after a long time based on a temperature sensor ?

You can tell me how much Current (A) get in 3,4 and 5 Volts ? Thanks

I've a the same in 30V - 10A, and after one year without use, the Amp start at 0.42A, not at 0A. Why ? How do i calibrate the current limit ? i can't light a led with this configuration...
