Clear Cache, Cookies and Data in Google Chrome Mac / Windows

I have done that and STILL I am looking at an old web page. URGH....I came here because other forums notes the same problem..I can't fix it no matter what I do...Last resort is uninstalling Chrome.

V 54 of Chrome on my Mavericks Mac doesn't have the three line or three dot icon. Instead it's a red circle around a white arrow pointing up. Drove me crazy in every video about clearing cache and cookies in Chrome, because none mentioned the change in icon.
