Power BI Embedded - Real Project Experience

How are the embed features of Power BI Premium by Capacity (P1-P5) different from Power BI Embedded? If in PBI Premium by Capacity (p1) we can create embedded devices without AD authentication?

Can I apply RLS on embedded reports using a Power BI Pro license? (To generate embed token and use it in developer playground for Testing). In short which license is required if we embed a single report for multiple customers?
