One of the constraints on revving is piston feet per minute. 4,000 piston feet per minute is a lot for a car. A large bore, short stroke engine can rev higher at the same number of piston feet per minute. Also, the more cylinders you have the shorter the stroke.

The weak point of the lovely rotary engines were the wearing of the apex seals. I am sure that the technology of this time could possibly cure this. Why don't they?

Turbos are great, but, a high revving N/A screamer is spine tingling. That LFA is hard to beat but 95% of us can't afford it so perhaps the S2000 is an affordable alternative. BTW As a young man I briefly owned a Honda CBR RR 250cc M/C and that revved over 20 000 rpm, from memory. Anyway, great video!
