i have spent 6 star jellys trying to get him to spawn but was unsuccessful

When I tried to summon wolf windy bee, I jumped through every cloud that spawned and windy bee wouldn’t show up on any of them! I used to be able to get wild windy bee all the time, but when I was at the quest, Epistemological endeavor and my progress for wild windy bee tokens was 267/500, the wild windy bee just would show up anymore no matter what cloud I jumped through, and then the clouds disappeared after spending literal hours trying to find the wild windy, and then I got depressed and thought that I will never finish spirit bear.
