I agree with you that Ralsei is probably not going to be the final boss or anything, but he clearly knows more than he's letting on. Both times we leave Kris's perspective to watch Susie, Ralsei uses this opportunity to talk to the real Kris. My guess is that he knows about Kris doing these knife shenanigans, but has been convinced everything will work out, so it's fine.
