Yeah the fish barrier that the army corps of engineers erected on the Chicago shipping sanitary canal, is useless.
The way it works is they put high current into the water on the sides and then this is transmitted to a blast Mat. The theory and point behind it is there's enough current to electrify the water. What most people don't understand is how electricity works in water. Water by itself is not conductive it is the settlement and suspension in the water that makes it conductive. This means that in the winter whenever there is runoff from salt put on the roads that gets into the water, it is drawing more current then in the summer when there is less salt or sediment. Regardless electricity will always travel the path of least resistance. This means that with the barrier running at 60 hertz that it will always go to the ground 60 hertz. To make it more effective they could run a transitioning current heads wanted 40, 50, 60 and alternate along with their grounds but even that would be a point-to-point transmission through the water.
The original inventor of this was a college professor and he being that it would not work. Aside from the path of least resistance issues, current going through the water depends on the size of the object in its field. Voltage depends on the length of the object running through. The longer the fish is regardless of species, The More voltage will have an effect. The shorter the fish is, down to a minno or fry, they can swim right through with no problem. Amperage in the voltage is indicative of the surface area of the object going through the field. The smaller the fish the smaller the surface area and when it gets down to the size of minnows and frys, there is none.
So this barrier is a deterrent for a larger fish if it runs through the path of least resistance for the electrical field but will do nothing to stop smaller fish.
The irony to all of this, the army corps gets a substantial budget which numerous generals have made their careers off of. Doesn't matter if it works or not it is budget. The flip side to it is the citgo lemont oil refinery, the largest in the nation, this sitting right next to the river and barrier. They could do a partnership and run the flue gas into river basically removing the oxygen from the water and adding carbon dioxide. Then it wouldn't matter what size the fish was if they can't breathe are not going to swim through it. Don't worry there's a Lock and dam just down the river that whenever the water would go over it would be reoxygenated and release the carbon dioxide.
Another viable solution would be a bubble screen. If you have ever watched people practicing high dives, they use the same thing in order to reduce the water tension and buoyancy and making the impact of repeated dives softer. How would this work? A series of cheap pvc pipes arranged in a grid from side-to-side all the way to the bottom with holes drilled in them. Compressed air is then injected through the pipe and your bubble screen is made. You would need to make a series of these probably 3. Where you could turn off one as barges went through, then turn on 1 and turn off 2, then turn on 2 and turn off number three. You could use compressed air or flu gas. The reason why you have to turn them off as barges go through would be so that they didn't lose buoyancy going over top of the bubble screen and sink which is the same reason why fish wouldn't go through it. The setup would be the lowest cost solution and could be controlled by electronic eyes activating solenoid switches on the bubble screens.
Alternatively they could introduce a another invasive species that targeted the carp as food. Right now the only thing that eats them are the gar but there aren't enough of them to impact the population.

This idea that if you stop the fish swimming upstream with electric barriers and dams doesnt really make sense to me. It's well known that fish eggs are often transferred by birds via their feet and droppings. This is the reason why a newly formed pond or lake will (given time) support fish species without any human help. Wouldn't surprise me if the great lakes are already invaded.
