This gives me a thew theories.

1. William lied about his identity to get Henry in trouble.

2. This was an attempt by Henry to release the souls. Steal them, find out how they work and how to free the missing children. Hence why Foxy was listening to them and why he didn't kill the other police man. The only problem with this is that it doesn't explain why he killed the police man and why they might have left Foxy (I couldn't tell). My guess is that he didn't care and killed the police man in order to get away and left Foxy since he had the majority of the animatronics and didn't want to risk losing them just to find Foxy.
