16GB Ram Installed Only 8GB Usable on Windows 10 [How Can Solve It]

i installed 8 to 16gb nd i played games thinking its on 16gb thn i installed msi after burner to check ram usage nd fps nd i observed non of the games were using more than 7gb of ram, i understood nd looked for this particular vid nd now my game is consuming 10 to 12gb of ram nd i got 10fps boost too❤️

My computer shows 16 installed, 16 physical, available physical is 4,32, Virtual mem in totalt 39, available virtual 6gb (all is gb ram) but when I am checking my task manager after only opening Cold war it shows google using 2,3gb and cold using 1gb ram and the rest using like 200-50mb ram and that is using 70% of my ram... how is that?
