I have to disagree with you. You mentioned that tac gear is preferible over anuhart or udas gear which is not true. It depends on the class, but for mages anuhart is way better than tac because even if tac has more hp it lacks of def, block, evasion or mres in comparison, for glads even SR gear is a bit, just a bit preferible than tac due all the bonuses (i´ll say that is a tie due different factors); also for clerics udas gear is better than tac due healing boost bonus. Tac should be at this moment the 3rd to the 5th better gear depending on the class you are playing.
If you dont belive me go to the aion gear calculator and see that tac gear is good only if don´t have any other option available.
