Look at the top, the white bar, while he's taking skill points AWAY.

@greenbird keeps going till it fills up entirely, but just barely, then reset removes skill points 1 MORE time, then that new game has maxxed out. That's what I think anyway.

Just keep starting a new, custom character and change all the stats to 1 and start again and repeat until at some point it gives you full 6's?
