How to Fade to Black in Adobe Premiere Pro

I cant find one video that shows how to FADE to BLACK for only one part of a Video Clip.

So, i can emphasis one part of a Video Clip, and then change it back to normal.

Not a normal Fade IN and OUT of Black.

Can't find one video on that.
