Impact of VAT on Exports and Imports

if good or services is delivered within uae and billed to a UK established co. so is the bill shld include VAT?

If we have a customer in Europe but he needs the delivery of goods in UAE because he sold that goods to his UAE customer. How we will treat VAT?
