For Vision's powers, I think his abilities come from what he is and not what the mind stone has given him. As seen in Wandavision, his "clone" can do exactly what Vision can but without the mind stone.

Reality stone is the most powerful because with the reality stone you can also have the other stones too from making that reality so reality stone is the most powerful so all stones are in reality cause of that
While 2nd is soul stone because with spiritual power aka soul stone it has time stone from magic and it has reality stone from magic and it has power stone from magic and it has soul stone from magic so soul stone has almost all the stones in soul stone so soul stone is 2nd

I would say the reality stone is the most powerfullst stone because it controlls the reality in the entire Universe plus as much as I know, it granted the holder every wish he asks.

Also, the soul stone doesn't require to kill someone. Clint did not kill Natasha, he lost her
