Can you elaborate on why Horizon Focus isn’t worth it? It feels like a decent spread of stats and it usually shows some solid numbers on the passive for me. I believe you and trust your judgment (you’ve never steered me wrong before), but some help understanding the logic would be great

Most broken support, idk what anyone says. The undodgable/uncounterable damage output early game just doesn't allow ur adc to farm even under your own turret . If the enemy jungler is smart enough to hover properly its almost impossible to gank them as well cuz ur adc is most likely very low hp . Late game she can clear all your waves and doesn't allow you to take tier 2 towers.
The only weakpoint would be teamfights but she usually wins games before that .

Would there ever be a reason to go a rune page with something like dark harvest or first strike? Or is that a bit too greedy

Just one thing extremely minor thing you left out; Lux's ult gives vision like her E does. Of course, it's much less useful than E since it only lasts for a second.

I'm a Lux main and I'm sad she's been getting banned a lot more in low elo. Maybe I'm just unlucky. I love her kit though. If you're good with positioning, she can absolutely demoralize an entire team by landing CC and ulting off CD for easy picks. :D

Any thoughts on Imperial Mandate? I quite enjoy building it on Lux, it's cheap and the passive is quite easy to proc with some teams
