Dude don't concencrate development if u play as Japanese Daimyo in Japan, since all of that provinces are ur culture group, so u are just destroying ur nation like that, and use indebted to burghers so u get loans with 1% interest to pay loans with higher interest and seize and sell titles so u get extra money for paying debts.

Not bad! Back in version 1.29 you actually used to be able to form Japan in less than 3 years, but that's because Ashikaga didn't start in a regency back then so you could just start off as the Shogun right away :)
