I had the same problem...
*trying to upgrade old laptop from win7 to win10
*also getting persistent 'certificate' errors when accessing any webpage.
*I edited the registry to update to TLS 1.2
*Amended Internet Options to stop site certificate settings
*confirmed I was admin.

None of this worked. Until... I noticed that the system date was wrong. It was set in 2020.
Which caused the Site Certificate flags, and which could not be given a manual exception when the Media Creation Tool was repeatedly (no doubt..) accessing MS.

Once the date was updated, the process started.

Just made my laptop worse , firstly my hp client isn't working anymore and I can't stroll down with my pad anymore either
