How to get the DAAD scholarship for Masters and PhD degree in Germany?

Is IELTS a mandatory if I studied my bachelor in English and I have a certificate from my college clarify that ?

Sir if someone has two years of Bachelor and two years of Master which is equal to 16 years of total education......
Would he/she mention his/her master bcz they require that if someone has done master ,they should mention.
But our master (2 year) is making us eligible for their Master program....
So we should mention our master program or not???
