😳 Wow. I can't believe Joel missed the context of that verse! It was revelation knowledge given to Peter that showed Him Jesus was the Christ, was God, and Jesus spoke to that*, meaning that it would be that revelation knowledge that He would build the church, and NOT Peter the person! Why would Jesus build an infallible church on a very fallible man? He wouldn't. Jesus's response was in direct connection to that through this statement: flesh and blood has not shown you this, but the spirit. THEN He said on *this rock (what showed Peter that knowledge) I will build my church. Unless the church seeks the meaning direct from God is His word, no church can ever be built or even grow beyond the milk of the word.
