You should use apt instead of apt-get. It's meant to be a replacement for apt-get, apt-cache and others.

Here's what I get at step 3:
sudo apt-get install tor-browser
" Couldn't find any package whose name or description matched "tor-browser"
Unable to apply some actions, aborting "

You can delete the lock file with the following command:

sudo rm /var/lib/apt/lists/lock

You may also need to delete the lock file in the cache directory:

sudo rm /var/cache/apt/archives/lock

Didn't work for me on Mint. The first command never brought up a password. 2nd command looked different from this video. Got errors about saving source cache and the package lists or status files couldn't be parsed or opened. 3rd command brought write errors
