I need to try it out myself but as far I undersrand it, even if you cannot have 30 enchantments on one item, "the proper way to use an anvil" it might still be, even with 5 or 6 enchantments the "too expensive" message is a well known disappointment to a lot of players...

or more simply, just keep rearranging until you find the cheapest enchantment cost, then keep repeating with the cheapest cost until you combine them all

If you want to apply 2 items, put most enchantments in slot 1 and fewer in slot 2. It uses significantly less levels!
