Subcontracting: Resupply Vendors | Odoo MRP

What if the components are ones we manufacture in house prior to shipping them to a subcontractor for additional operations and they are not in stock already. I have them set up for MTO with a 14 day lead time. How do I get Odoo to schedule the manufacturing orders to be prior to the date I need to ship the products to the subcontractor?

Is this the best method a company wants to purchase components from one vender but shipped to a second vendor for further processing which is then shipped back to the company?

i tried this in V15 but I got 3 resupply bookings instead of one, what did i wrong?
