EXCEL Filter Rows & Columns

I need a filter by contain text

Example
I have used formula in H2 cell👇
=Filter(A2:E254,C2:C254=H2)
When I type last name Reed
Filter works😊


Again using similar formula for filter by city name in H2 cell👇
=Filter(A2:E254,D2:D254=H2)

And when I type city name like larido (not larido,texas) in H2 cell
It doesn't work 😞

Could you help me plz for fix this issue
(And think that if in a column of every cell typed many city name (like larido, newyork, .....,....,....,...) then how can I filter it by typing only one city name) 🤔
