Golden Boot should only be given to the attire made during the Design Challenge. It is a slap to the designer who made the dress to get the Golden Boot, it is not the designer's fault if the queen has a week concept, they only did what they're paid to do. The award should be a wake up call for the upcoming queens to study making costumes before coming in to the show or else they'll be rewarded.
