Parking lights are one half of the sidelights, controlled by using the turn signal stalk on german cars (other countries have them too). Either can be used by parked cars. Sidelights are also the minimum that you can use on street lit roads where the speed is generally 30 MPH. Full/main beam is for unlit roads like in the countryside.
Rubbish, Dipped lights to be used 24/7. This doesn't harm anyone. It improve moreover safety, ability to be noticed. And one will never forget to put the lights on, when night falls.
