After entering the command "slmgr -rearm" I'm getting a message that says "slmgr is not recognized as an internal or external command, operable program of batch file". Can u tell me what should I do next?

Not working - access denied need admin privileges. Changed ownership and permissions of file to me (administrator) and it still is not allowing because of the admin privileges. Appreciate your help, but something still is hanging this up.
