Do you need to talk to the manager in cafe before you can find the sword dealer and buy the sword?

For those who don't know where this guy will be available. You need to wait 6-12 hours in public server or 4 hours in private server. To know where his roundabouts you need to wait inside the server for 10 minutes so you can talk to the manager. I'm not really sure tho if it's 6-12 hours since I haven't tried waiting in public server. I have my nephew who let me join his private server to wait for the legendary sword dealer.


Ps. While waiting you can go sea beast hunting so you can earn money while waiting.
