В современном русском языке московского произношения (ныне это стандарт СМИ) все гласные делятся на звуки переднего ряда (произносятся с напряжением языка ближе к зубам, это звуки, обозначаемые буквами Е, Ё, Ю, Я, И) и заднего ряда (напряжение языка у корня, А, О, У, Э, Ы).
В английском языке гласные звуки заметно разнятся в произношении с русским языком. Иак, в слове cat гласный а ближе к переднему ряду, а в слове dark - ближе к заднему ряду.
В русском языке развита система противопоставления мягких и твердых типов звучания одних и тех же согласных звуков, в зависимости от того, будет ли следующий звук согласным или гласным переднего или заднего ряда.
Так, звук Л может быть мягким в слове "лён" и твердым в слове "лом".
Некоторые согласные звуки являются всегда твердыми: Ж, Ц.
Некоторые остаются всегда мягкими: Ч.
Есть исключительный согласный, который является деривацией гласного И - это Й.
Есть две буквы, которые сейчас потеряли свое звучание, но влияют на произношение предыдущей согласной - это Ь и Ъ.
Короче, русский акцент является последствием того, что русские люди сильно не напрягаются в изучении английской фонетики, ибо для этого надо работать над своим голосым аппаратом и даже над мимикой лица (американцы произносят гласные, сильно растягивая губы!).

Russian accent is a consequence of the fact that Russian people do not strain much in the study of English phonetics, because for this you need to work on your voice apparatus and even on facial expressions (Americans pronounce vowels, stretching their lips a lot!).

A short guide from a Russian(me):
1. Remove any aspiration
2. Create some sounds with your tongue on the teeth but not alveolas
3. W=V
4. Th=z/s
5. R sound must be very hard as it is in Spanish
6. No diftongs at all or very forced diftongs
7. All the vowels must be short, no long vowels
8. Make no difference between e, ɛ and æ sounds.
9. Pronounce ng as ng or long n instead of ŋ. Nk = nk instead of ŋk.
10. Pronounce i diftong [ai] with hard i (as j in Swedish)

not all russian accents are slow.

northern russian accents are faster than the SR-71(jet that went like mach 10 or whatever)
