Lt. Carter didn't even deserve a burial...ever - for the rest of his life. The doofus lost all credibility by being in the road in the first place.

why was the Marine officer not prosecuted/court martialed? He had the kids walking on the road. If they had walked on the sidewalk they would not have been hit.

It was totally the fault of the one adult who had the boys on the street with backs to traffic while wear dark clothing in the evening.
That was total negligence and stupidity.
He should’ve been the one charged and fined.

I was four years old when this happened and I remember it well. My mother took me to the cemetery in Gillingham to visit a relative's grave and whilst there we visited the boys graves. When I grew up, I became a police officer in Kent and served alongside two of the surviving boys. No mention was ever made of that disastrous day. Just to clarify, the boys were Royal Marine Cadets and not Sea Cadets as mentioned in the commentary and shown in the photo at the beginning of the video.

From living in Scotland for many years, i can confirm that when foggy its not always helpful to use headlights in dense fog . It seems to hinder seeing clearer, it somehow makes the fog rebound back to you

I do not blame the bus driver, full blame on the person marching a group 3 abreast in a roadway on a foggy night w/o any type of warning for on coming traffic. lanterns were used a lot for this type of situation, train crossings here in the US were flares with gates drawn down to block traffic. a sad situation for everyone involved and a very sad time of year to happen. Bless!

This was a terrible tragedy and I feel bad for all the families concerned.
I don't think the driver should have been charged with dangerous driving. He seems to have been a convenient scapegoat.
In my view it was Lieutenant Carter who should have been in court. He was completely negligent in his decisions. I feel that he bore some, if not most of the blame. Getting the cadets to walk in the road with their backs to the traffic and bearing no lights was just a recipe for disaster.
The Highway Code states that, where there is no footway, pedestrians should walk on the right so that they are facing oncoming traffic.
If they had done so in this instance the bus would have missed them, but if the bus had been travelling in the other direction they would have seen it coming and had a chance to jump out of the way.

Military nonsense to march them 3 abreast. The pavement could have taken children 2 abreast. Carter should have been reprimanded as he was meant to be caring for them at the time and seems to have taken little thought

Terrible story , incompetence all round.

I can never understand why stupid drivers avoided the use of dipped headlights, preferring parking lights, and this would still occur today if it were not for daytime running lights and automatic switches on headlights.

I am surprised they kept the bus going for another two years. I remember there was an incident in Birmingham a few years ago where there was someone on board that was killed and that one was scrapped (probably with a total destruction order) as soon as the investigation was over, despite it still being fairly new at the time.

This was so tragic and heartbreaking. Yes, we can all be Monday Morning quarterbacks and point out all the “if only)s. But as the coroner so rightly pointed out, the bus driver would suffer the rest of his life beating himself up mentally than any other punishment given. I’m so touched that the surviving boys wanted to cheer him up with gifts of sweets and chocolate. They had the kindest of hearts and forgiveness. What a beautiful lesson for us all today, these many years later.

His concentration was not there.
It does not matter how many years of service but they both must be held Full Responsibility.

Marching squads (of troops etc) when in three-abreast formation always march/walk on the left ( in UK) i.e. with their backs to the traffic, since you are the same width as a vehicle (either parked or moving slowly), but there should be a back-marker with a light (then) or a HiViz Jacket (now)

The balance of judgement here was very wrong.

A terrible tragedy indeed, but I feel an injustice was done too , the Cadet leader should have been taken to trial too, and shared the punishment the driver got. The man in charge of the cadets in my view was equally guilty of carelessness and a failure to see the safe passage of these young lads.
