They could make him in the Odens deaths scene, it could include hela, Loki, Thor and oden and would have that rock they sit on and a small portal build, this is just my idea though, and it will probably not get made.

This was made back when they could only design the modulars with whatever parts were being currently produced, so some missed opportunities are probably because they didn't have access to the parts they wanted
