How about cameras all over the stadiums, facing towards the crowd plus audio microphones placed everywhere. This will be for evidence. In case of racial abuse, point them out by turning lights off and only highlight the racist. Get them out, finish the game. Decide how big the fine should be and how many points should be withdrawed.
