The clip is from a TV show called The Falcon and The Winter Soldier (you can watch it on Disney+ but I recommend going through the marvel movies and tv shows beforehand so that you can understand it)
Although T’Challa’s sister Shuri was the one who crafted his arm, those specific soldiers of Wakanda would’ve known how to take it off. This is because they were the soldiers who helped him with his trauma from HYDRA, so when they were testing if the words from that one book still worked, there would’ve been a point where they did and needed to stop him to keep everyone safe - and the easiest way to do that would be to take off the arm and restrain him somehow, which they probably did.
