It is all about "TOTAL LOAD" CAPACITY. Both the "Payload" and the "Fuel" being part of that "TOTAL LOAD". It is simple math, a lighter payload and more fuel can be carried. If there is sufficient fuel in the center rocket, then it can be slowed down from about MACH 10 to a reasonable dense atmosphere reentry speed. And then still have enough on board fuel for a soft landing.
