To open the commands on console press pause and hold down both triggers, both bumpers and square and triangle for ps4, x and y for xbox all at the same time.

What I've been doing is spawning them in looking down at the ground slightly and they will spawn in the ground and can't move. You have to pick them out afterwards but it works pretty well.
