I think the best way to describe Vegapunk is that he represents regret. He carried on Ohara's research because he regretted turning down Clover, you could even try to claim that he helped Luffy not simply to protect himself but because of his regret in not joining Dragon, and even him not taking a stance in his message shows his regret towards his decisions in life because admitting he helped the bad guys would cause him too much guilt.

The thing with Emit seeing Luffy as Joy Boy,
Must be the will in Nika Fruit because the fruit rewrites your DNA so over time you will must merge with the fruit and carries over to the next use,
So maybe being like zunesha & Emit don't use there eyes to just see maybe Haki,
So when they look at Luffy or Sense like observation Haki,
What they perceive as Joyboy looks similar to Luffy because of Luffy will is very similar to Joyboy,
IE Merge through the fruit, similar to how S-Snake is similar to Boa,

it really is fascinating how saturn (young blond/sandworm) is different than the other gorosei. how we don't get his internal thoughts or verbal claims of how he feels.
