This is excellent idea for gigantic cruise ship like a carrier that people live on after retirement and it would open up Land..

This thing was not exactly a fearsome weapon. Heat seeking air to surface missiles would've taken those out from from a hundred miles away. Posidens and Stingers from the ground would've made that thing an easy target. They had no maneuverability, useful counter measures or defensive capabilities and were pretty well locked to the body of water they were assigned. It might've made a great transport for commerce but as a battle wagon they'd have been destroyed in any early attack quite easily even with 1970 tech, let alone 1980s. It's no wonder why Leonard Breshnev cancelled the program.
