How Utility Panels Bring in Cable and Internet to Your House

I have 3 white cords coming out of my house next to the enabled cable box. One white cord appears to be a thin and raw coax cable. Might I be able to connect and outdoor TV antenna to that cord? I'm looking to cut the cord since these cable fees are outrageous. 📺

I am about 400 yards off the road.... upon install of a recently purchased home I have been told that the line has lots of interference which means the line is damaged or cut somewhere along the way. This seems like a big problem given how far off the road I am... where does this cable 'tie in' at? Is it underground? Does it go to the street, telephone pole? DSL will not suffice, the cable speed themselves are not very exciting so I feel need to get this fixed in order to have any sort of quality interenet.

Let me ask. My home is almost finished being built and I had them install the Cat5 network cables and the jacks to each rooms around the house. Where is the Xfinity/Comcast cable modem/router is going to be located? This is the part I am not figuring it out. Will it be inside the house on some kind of panel that it will direct to all the cat 5 jacks around the house? Please someone explain it to me!....Thanks in advance!

When you say utility company is responsible you are talking about the one in charge for the water and waste and electricity? AT&T said the cable was not going through the conduit and said the HOA has to fix it.
