Did not work for me (In USA, no VPN, etc.). Followed all directions here. What did finally work was:

1. Open Steam.
2. Turn off Family View with PIN.
3. Click Steam--> Settings --> Family --> Family View --> Manage
4. Turn off Family View. Note - The first time I did this I got a black screen. The second time I did this - it worked.
5. You can now purchase games.

Didn't work, i assume the store in my country is overloaded. Mobile works though
