Prepucial Adhesiolysis

My son is only 2 yrs old. Doctor said there is a formation of smegma pearl. But I cannot retract the foreskin and doctors suggested hydrocortisone cream first and then they remove the contact between the pertutial adhesion with penis and suggested to clean daily. Will it cause pain to baby and future problems plz help
